The source of the issues is larvae in the food. Everything that is opened should be inspected then thrown away. They particularity like spices, bread crumbs and cereals.  Anything that is not in a can is a potential suspect so be diligent! It is also important to vacuum all of the surfaces in the pantry, even under shelves to make sure you remove all traces of food and of the bugs.
